Meal Pattern Minute: Toddler Formula

In the Child and Adult Care Food Program (CACFP), milk plays an important role across stages of growth from infancy to childhood. During the first year of life, breast milk and iron-fortified infant formula are the only creditable options in the CACFP. Once children turn one, CACFP supports the transition to unflavored whole milk (or continued breast milk) to meet nutritional needs. However, some parents and guardians are requesting toddler formula to be served for their children over 12 months—but is it creditable under CACFP?

The answer is no. Toddler formulas are not creditable in the CACFP. Toddler formulas are advertised as transition formulas and usually come in powder or ready-to-drink form. These toddler formulas may contain corn syrup, sweeteners and vegetable oils. Unlike infant formulas, toddler formulas are not regulated, meaning they are not required to meet the same nutritional standards like infant formulas.

- What about formula made for toddlers? Most children do not need formula once they turn one. Formulas made for toddlers are sometimes called “transition formulas,” “toddler formulas,” or “toddler milks.” Children usually do not need them unless it’s for a medical reason. A signed medical statement is needed before serving the “toddler formula” as part of a reimbursable meal or snack.
