USDA Releases Reorganization FAQ

On April 30th, USDA announced the reorganization of the Food and Nutrition Service (FNS), now renamed as the Food and Nutrition Administration. The initial announcement did not dive into the specifics of the reorganization. However, on May 8, USDA published a reorganization webpage that provides more details on the timeline and structure of the reorganization.

Here’s what you need to know. USDA plans for the reorganization to be fully implemented over the next year. Most current D.C. staff will be relocated to regional hub locations, leaving only 5% of their staff in D.C. All Child Nutrition Program staff that are part of the relocation will be moved to a hub in Dallas, TX.

USDA has chosen five hub locations to replace the current seven regional office locations. Two of the regional office locations, Denver, CO and Dallas, TX, will remain as hubs, while the other five regional offices will be reassigned to hub locations in Indianapolis, IN, Kansas City, MO, and Raleigh, NC. USDA has also redesignated the FNA regions around these new hub locations, decreasing the number of regions from seven to five.

In its FAQ, USDA states that no employees will be laid off as part of the reorganization and that there is a position for all existing employees within the new structure. USDA also states that the reorganization will occur in phases, as leases on its existing facilities expire. It is unclear where current regional staff located at offices in NJ, IL, MA, GA, and CA (facilities that will be closing) will be relocated.

The reorganization will not begin until the 30-day Congressional notification period ends, which started on April 30th, and collective bargaining requirements are fulfilled.
